Job Description

TWO POSITIONS WILL BE FILLED FROM THIS RECRUITMENT

Assist with all aspects of budget development, management, analysis and reporting for designated Vice Presidential Areas. Including short and long-term analysis of resource needs and recommendations for resource allocation plans, budgetary position control, monthly budget reconciliations and variance analysis, development of annual operating budget recommendations and plans, review and approval of proposed budget adjustments. Produce ad-hoc budgetary and financial reports and analysis.

Knowledge, skills and abilities

Considerable knowledge of budget development, management, and reporting in higher education or governmental entity. Considerable knowledge of state budget and finance policies, procedures, and systems. Considerable skills in Microsoft Office Suite, specifically word, database, and spreadsheet programs. Excellent oral and written communication skills and the ability to effectively communicate with various levels of management, members of the campus community, and other state agencies. Demonstrated ability to critically evaluate and prepare multi-year revenue and expenditure forecasts and resource allocation plans. Demonstrated ability to apply and adapt accounting principles and methods to a variety of agency fiscal needs. Demonstrated ability to assemble and analyze large data sets in order to prepare clear and concise financial reports and recommendations for various levels of management. Demonstrated ability to work through and understand complex financial models for accuracy and soundness.

Level and type of experience

Considerable experience in using automated/electronic financial systems. Considerable experience in budget, accounting and finance.

Preferred knowledge, skills, abilities, education, experience, licensure, certification

Some applicable experience in higher education or a large government agency. Prior working experience with Banner for Higher Education, Cognos Reporting, Cardinal, VA Performance Budgeting System or other ERP and Financial Reporting Systems. Bachelor's Degree with a major in Accounting, Finance or Business/Public Administration; or equivalent training and experience.
