Emergency Communications Administrator

The City of O'Fallon is hiring an Emergency Communications Administrator for City's Police Department. This position serves as the administrator of the communications center including planning, organizing, directing and managing the communications center, 9-1-1 system and the supervision of all related personnel. This position is also responsible for coordinating information database activities for the department. Our Emergency Communications Administrator can expect to make a starting annual rate of $83,782.40 to $104,728.00 depending on experience; the positions annual rate ranges from $83,782.40 to $125,673.60. We're looking for someone who is a strong leader. The ideal candidate will have the ability to lead a team of police communications officers using excellent judgement skills to make quick decisions. Our Administrator must be able to perform well in tense or difficult situations. The ideal candidate for this position must possess computer "literacy" by understanding software programs, concepts, and operating procedures in mini and micro computing. The candidate must also have significant, successful experience in employee relations activity; including recruitment, skills identification, performance appraisal, training and development required; proven budgetary and financial management ability, including orientation to conservative cost-effective operations and experience of successful, positive performance in interacting with advisory groups and governmental agencies. This position has direct supervision over up to four (4) FT Communications Supervisors, one (1) Communications Training and Quality Assurance Officer along with indirect supervision of twelve (12) to sixteen (16) FT Communications Officers, up to five (5) PT Communications Officers.

The Major Duties of this position are as listed below:

  • Directs administration, planning and organization of the communications center, coordinates training, and evaluates assigned personnel. Facilitates necessary training to assigned
  • Develop and manage the Dispatch Center's operations annual budget, including providing periodic reports to the chief; analyze and review budgetary financial data; monitor and authorize expenditures in accordance with established city policies.
  • Evaluates services of department to determine level of service and problem areas where resources may be better utilized.
  • Establishes long and short-range goals and objectives for the communications center.
  • Attends management meetings and regularly meets with members of the senior command staff.
  • Formulate, develop, and assure compliance with departmental mission, value/standards, policies and procedures and effective teamwork with subordinates as well as police department personnel.
  • Makes decisions relative to emergency conditions not governed by established policies and regulations.
  • Analyzes operational and service demands and develops plans and strategies for meeting those needs.
  • Develops rules, regulations, policies, and procedures to govern operations of the communications center.
  • Confers with members of the St. Charles County Office of Emergency Management to determine mutual problems and overall responsibility.
  • Works with the Software Suite Administrator to provide technical expertise regarding assigned functions; monitor performance and schedule preventative or coercive maintenance on all emergency equipment related to the proper function of the Dispatch Center both on and off-site.
  • Works with IT to provide software and hardware trouble shooting support for all computer and terminal workstations within the Dispatch Center.
  • Coordinate the drafting of all future system contracts within specified procedural guidelines.
  • Remain current and assure compliance with relevant state, federal and local laws, ordinances and regulations, case law directives and professional standards.
  • Coordinates community service activities with the Community Services Section of the police department. (Safety Town, Senior Citizens Police Academy, Open House, etc.).
  • Process and maintain employee information within CAD and Radio Systems.
  • Interview and select employees and recommend reassignment, termination, and disciplinary actions; coordinate and arrange for appropriate training of subordinates; supervise and appraise the performance of assigned staff.
  • Investigates complaints related to employee job performance; completes and administers documentation for corrective action if needed.
  • Coordinate the drafting of all future system contracts within specified procedural guidelines.
  • Act as a liaison to maintain a good working relationship between the Dispatch Center, community leaders, public officials and groups, professional groups and citizens of O'Fallon and neighboring cities.
  • Prepares or directs preparation of administrative, routine, and special reports.
  • Attend State 9-1-1 meetings and other local public safety communications-related meetings.
  • Attend national conferences (APCO, NENA, etc.) to maintain national standards and practices.
  • Validates and/or reviews MULES entries completed by department personnel and the municipal court clerk.
  • Updates and maintains communications software. Coordinates, prepares, and assists with CAD, Radio, and 911 upgrades/updates.
  • Maintains GEO, Sector, Ward, and Addressing within Street Directory.
  • Creates, updates, and enforces Communications Policy/Procedure Manual and Training Manual.
  • Prepares and submits budget
  • Responds to after-hours emergencies.
  • Make presentations before small and large groups.
  • Testifies in municipal, state and federal court, as needed.
  • Perform other duties as assigned by the Chief of Police.

The knowledge required in order to be successful in this position includes, but is not limited to the following:

  • Ability to plan, implement, and manage a public safety communication system.
  • Ability to express oneself clearly in both oral and written communications and be comfortable representing agency programs to public groups in both large and small settings.
  • Ability to interpret apply and explain rules, regulations, policies and procedures.
  • Ability to plan, organize and administer a comprehensive long and short-range planning activity.
  • Ability to meet schedules and timelines.
  • Ability to work independently with little direction.
  • Ability to work courteously and tactfully with personnel and related agencies while showing professional leadership committed to a high level of performance and achievement.
  • Ability to maintain the integrity of the position, Dispatch Center, and O'Fallon Police Department.

Qualifications necessary to be considered for this position include the following:

  • Must possess a four-year degree in business administration, public administration, communications, information technology, computer science, emergency management, public safety, criminal justice or a related field. An advanced degree in one of these fields is strongly preferred.
  • A minimum of five (5) years of increasingly responsible supervisory experience in management of a dispatching operation, public safety administration, or a closely related field is preferred.
  • A minimum of three (3) years prior experience in an operational communications position, preferably in a multi-position environment. Experience with computer applications in communications and other similar applications including various radio and telephone systems, paging systems, mapping technologies, and E-911 and NCIC interfaces.
  • APCO Certified Public-Safety Executive (CPE) or Emergency Number Professional certification is strongly preferred but required within 24 months of employment.
  • Familiarity with FCC rules and regulations and licensing procedures.
  • An equivalent combination of training and experience which provides the required knowledge, skills and abilities required of this position will be considered.
