Public Works Director
SUMMARY OF WORK: This position plans, organizes, directs, supervises, and coordinates programs for the Public Works Department. Department includes engineering, streets and lights, storm sewers, City Building maintenance, City Shop, Building Department, solid waste collection, wastewater treatment and collection system, and water treatment and distribution system.
Nature of Work: This position performs complex administrative, professional, and supervisory duties in the planning, organizing and directing of the department. Position is on call 24 hours per day; maybe exposed to extreme temperatures and adverse weather conditions. Works outside normal working hours to attend city meetings as required.
Supervision Received: Establishes own daily work responsibilities; instructions from the Mayor on a as needed basis.
Supervision Exercised: Supervises and provides direction and instruction directly to Assistant Public Works Director, Engineer/CADD Tech, Water Plant Superintendent, Wastewater Plant Superintendent and General Foreman on a daily basis. Public Works Department consists of typically 35 employees.
Knowledge: This position requires a knowledge of: modern principles and practices of public works administration; modern civil engineering principles and practices; accounting; current applicable local, state, and federal codes.
Skills: This position requires skills in operating office machines such as computer, calculator, typewriter, reproduction equipment, drafting equipment, survey equipment, pipe locators, chlorine and hazardous gas detectors and safety equipment. Skills in administering, planning and directing public works personnel. Skills in the use of a personal computer, including word processing, Excel spread sheet manipulation and data base management.
Abilities: This position requires the ability to: supervise; plan; design; coordinate; communicate effectively orally and in writing; interpret and apply regulations and statutes as they relate to Public works functions; follow and teach safety procedures; maintain confidentiality; drive and operate vehicles and equipment; follow verbal and written instructions; operate a personal computer; establish effective working relationships with fellow employees, supervisors, and the public.
EDUCATION AND EXPERIENCE:
The above knowledge, skills, and abilities are typically acquired through a combination of education and experience equivalent to:
A High School diploma with ten years progressively responsible engineering and public works administration experience or, a Civil Engineering Degree or, a related field with five years engineering and public works administration experience.
Must possess a valid state of Montana driver's license.
Must possess state of Montana certification for Water and Wastewater distribution.
